Lessons from political philosophy for international relations

This is another fascinating book from Thomas Pangle, this time in collaboration w/ Peter Ahrensdorf. They provide us with a compelling tour through the history of political philosophy by looking at how political philosophers spoke to or about international relations (IR). Their focus on IR takes them to the usual stops on a Straussian tour of political philosophy (Thucydides, Plato, Aristotle, Cicero, Augustine, Aquinas, Machiavell, Hobbes, Spinoza, Kant, Hegel, etc.). It also lets them focus on the thought of lesser known thinkers such as Vitoria, Dante, Grotius and Thomas More. They finish their history with searching examinations of Hans Morgenthau and Kenneth Waltz.
This analytical history is very enlightening and very useful whether your background is in philosophy or IR. I am not really competent to critique the way they interpret many of the philosophers they examine but I was very comfortable with their presentation of the philosophers I am more familiar with, e.g., Thucydides, Plato, Hobbes, and Kant. I will also say that their essay on Mongenthau made me put him on my reading list.
I think the best way to summarize their history is to simply state that the recast the old Straussian dialectic of reason and revelation in terms of IR's realism vs. idealism. Consider one of their leading (at worst) or Socratic (at best) questions from their concluding chapter:
"Does the liberal, capitalist achievement of a secure and physically comfortable existence constitute a goal worthy of our human being, or does it not ultimately sap our moral spirit and render apathetic or heartless our civic association?" (p.262)
Pangle and Ahrensdorf take this question very seriously and make very interesting points about it. Not the least is their willingness to see that the Christian tradition of just war theory had (at the least) a tendency "toward aggressive moralism" (p.112 but see the whole of chapter 4). They also apply the (very well developed among Straussians- e.g., see Rahe or Zuckert) classical insight that politics seems to flourish among smaller communities or nations. The size has to be such that the citizens can really share in a sense of the "loved things held in common". How does that aspect of political humanity work into the IR need for a cosmopolitan universalism? Heck, look at our country and think of the same issue in terms of how we can make federalism actually work. If it is hard for us in our single, well-educated and liberal (well, prior to Bush) country, then think of the challenge on the international level.
Pangle in particular is up to the challenge of all these issues. In their final chapter, Pangle and Ahrensdorf talk of the possibility of reviving the Christian tradition of political philosophy. They see the universalism of the God of the Bible as providing a possible way to theorize and then actualize a IR that manages to avoid both the totalitarian possibilities of a world government and the anarchial possibilities of a world where there are numerous nuclear powers of relatively equal power.
I want only to make three points about all this.
First, this book was published in 1999. I would suggest that events since then have created more difficulties for the project of a universalist Christian IR theory. Secondly, Pangle may well be up to the challenge. His latest book, published within the last year is entitled Political Philosophy and the God of Abraham. It too is now on my reading list.
Third, regardless of what you think about the above (hopefully accurate) summation, this book is a liberal education in itself. If you are not very familiar with Vitoria or Grotius or Morgenthau or Thucydides or a small host of lesser players like Pierre Hassner or Stephen Mestrovic then you are going to be much more knowledgeable about the history that ties them all together after reading this book. I am going to go further than that. Because of their particular Socratic questioning style, you will be wiser after reading this book. Maybe only a little (like me), maybe a lot (because you are a better person than I am)but you will be forced to confront some of the difficulties that any attempt to theorize the world runs into. Not bad for a book. Give these two gentlemen a read and let me know what you think.

Double Secret
By The Ancient Simplicity
This is not an easy book to understand. Let's attempt a start by grappling with Leo Strauss (both Pangle and Ahrensdorf are followers of Strauss's thought path).

Strauss loathed what he called the waves of modernity, that is, the different phases of the modern enlightenment. The story he tells has modernity going wrong in (at least) two ways. The first, a path set down by Nietzsche, Weber, and Heidegger overvalue honesty. Such honest questioning of religion and standards has led the west to become uncertain of its purposes, a decadent nihilism emerged with all its consequent horrors. The second, a path set down by Hobbes, Locke, and Kant overvalue justice. These enlightenment thinkers believe reforms can make for a more just world. According to Strauss, such an eros for reform has sent the world in modern times careening from one wrecked utopia to another.

Searching for a solution Strauss investigated how Plato dealt with the Greek enlightenment. Plato managed to cover up the dangerous Socratic truth that there is no truth, that human wisdom is knowledge of our ignorance, in other words, that there is no knowledge of the whole/the Good (that even the wisest cannot ascend out of the cave). In place of Socrates' skeptical truth Plato put forward an edifying truth (a truth good for the many to hear) about the Forms: absolutes or standards which by their self-evidence compel the mind.

Strauss follows what he believes was Plato's solution: his public teaching is Platonic, that is, his politics is an attempt to teach the public to have conviction in a standard (in Natural Right and History this is Jefferson's "we hold these truths to be self-evident"). His hidden teaching is Socratic, that is, his philosophy is relentless questioning and such questioning must be kept out of view of the public because the civic virtue of the city is entwined with religion and conviction in standards which honest philosophy cast doubt upon. These two teachings are the dual rhetoric of Strauss.

After this all too brief outline of Strauss, hopefully it is possible to come to terms with Pangle and Ahrensdorf. I am going to focus on chapter 2 of their book dealing with Plato and Aristotle. After a convoluted introduction the chapter digs in by laying out the highest goals of domestic policy.

By nature, according to Aristotle, men live together and desire to participate meaningfully in ruling in accordance with their varying abilities.
For a community to really coalesce citizens need to share more than mere material interests, they need strong ties provided by worshiping the same god or gods, revering the same heroes, sharing common memories. This is what Pangle calls civic virtue, the shared stories in citizens minds.

Such ties will create a sense of distance or even alienation from the rest of the world. While civic virtue tends to teach friendship, honesty, and justice among its citizens with regard to "enemies" it teaches not only the military arts but deceit, duplicity, and double dealing. Conflict among nations is, therefore, inevitable.

Now comes what Pangle calls "a shocking moment," (when a follower of Strauss uses such a phrase something important is about to be imparted). He writes, "In order to maintain it's own security, the best city ... may actively have to undermine the security and independence of its neighbors and do so without necessarily being justified by the neighbors acts or plans of aggression."

Before the reader is able to recover from the shock of what security and civic virtue requires of innocent neighbors, Pangle moves on to what he calls "moral grandeur." Civic virtue offers a powerful passion for expansion, to provide other peoples "our benevolent hegemony" (our justice). The realm of foreign policy is seen as a field of competitive exercise, testing the civic virtue of the nation as a whole.

How to limit this moral grandeur? Pangle suggests Aristotle's solution was twofold; it could be the proper sort of civil religion or it could be a theoretical way of life both of which would open citizens to think of humanity as some sort of whole, to become, in other words, a citizen of the world.

How does such a view (citizen of the world--a view capable of only by a few) sit with the earlier view of civic virtue (a view for the multitude) : uneasily. Pangle discusses this contradiction (I would note the contradiction is from the way he tells Plato's and Aristotle's story, that is, it is more Pangle than Plato or Aristotle), he writes "The more one ponders ... the more one wonders to what extent [Plato's and Aristotle's] reflections on foreign and war policy are meant to indicate some of the sharpest limits on the justice cities are capable." He goes on, "this would mean to say that their teaching [for viewing oneself as a citizen of the world] is intended chiefly as a liberation for the select wise individuals" and that we can only hope "that those wise few may have some appreciable influence upon their respective cities, mitigating patriotic xenophobia, imperialism, cruelty, and punitive moral fanaticism." So ends chapter two which sums up Pangle and Ahrensdorf's bleak attitude of the amount of justice possible among nations.

The rest of the book is just as learned, but always with the Straussian twist, whose dual rhetoric makes the text, regardless of what one thinks of Pangle and Ahrensdorf's theses, unnecessarily convoluted. Such obscurantism makes the book difficult to recommend.

Marshall and Eisenhower cast long shadows over this story, as does the less familiar Marine General O. P. Smith, whose fighting retreat from the Chinese onslaught into Korea in the winter of 1950 snatched a kind of victory from the jaws of annihilation.

But Korea also showed the first signs of an army leadership culture that neither punished mediocrity nor particularly rewarded daring. In the Vietnam War, the problem grew worse until, finally, American military leadership bottomed out. The My Lai massacre, Ricks shows us, is the emblematic event of this dark chapter of our history. In the wake of Vietnam a battle for the soul of the U.S. Army was waged with impressive success. It became a transformed institution, reinvigorated from the bottom up. But if the body was highly toned, its head still suffered from familiar problems, resulting in tactically savvy but strategically obtuse leadership that would win battles but end wars badly from the first Iraq War of 1990 through to the present.

When George Marshall headed the U.S. Army in WWII, generals were frequently fired. They haven’t much been since, writes Ricks, a phenomenon he connects to the strategically unsatisfactory conclusions to subsequent wars in Korea, Vietnam, Iraq, and Afghanistan. Thomas E. Ricks is an adviser on national security at the New America Foundation, where he participates in its “Future of War” project. He was previously a fellow at the Center for a New American Security and is a contributing editor of Foreign Policy magazine, for which he writes the prizewinning blog The Best Defense. Present day military leadership - career before country; rank without accountability

As Fiasco: The American Military Adventure in Iraq, 2003 to 2005 showed, author Thomas Ricks has no problem offering harsh criticism of those in power - and here, he presents a variety of lacerating critiques, but also strong compliments, of a variety of military leaders.

The overall thesis for this book is, I think, an accurate one - that generals of today are often not relieved for their failures of leadership or actions, and instead allowed to finish their careers at the expense of the nation's objectives.

Granted, Afghanistan has seen several commanders relieved in mid-stream, so there has been a move toward quicker changes...but, those changes (McChrystal, McKeirnan, others) were driven by civilian leadership, and Ricks argues that top military leaders should be more willing to fire their own high-ranking subordinates.

Generals like George Marshall and Eisenhower receive the bulk of the praise, for managing personalities and strategic missions during World War II, and being willing to make changes when need be. Many division commanders were fired during WWII, but were later given a second chance at command. Unlike 2012, a 'firing' was not a career death sentence, but an admission that an officer was not right for a certain job at a specific time.

Now, a battlefield relief is the end of a career. Ricks mentions Col. Joe Dowdy, a Marine colonel relieved during the 2003 Iraq invasion. Basically thrown out of Iraq, Dowdy didn't exactly retire in disgrace, but he certainly was not offered a second chance to redeem himself.

Part of this is the corporate culture, born in the 1950s, of the military that Ricks describes. Like all corporations, it became the interests of the leaders to protect their peers. Sure, junior officers could be relieved with no issues, but once a general was in the club, it was easier to let them ride out a career - as Ricks writes, LTG Ricardo Sanchez thought about relieving Abu Ghraib's failed BG Janis Karpinski, but decided not to, since her rotation was almost up. That's a terrible reason to let a leader remain.

The book covers almost 75 years - comprehensive, but maybe a little too much time. Some sections, especially Iraq in 2003, seem a bit rushed (though his other books cover that ground, and should be read anyway). Other sections, especially a long and very detailed account of the Battle of the Chosin Reservoir, seem to be a little too specific and maybe off the subject. It's a dramatic battle account, and it deals with massive failures by Gen. Edward Almond, but the tactical focus sometimes doesn't fit with the rest of the book. But, this very specific battlefield example allows Ricks to make a necessary good-bad comparison between Almond and the successful Marine Gen. O.P. Smith who was fighting on the reservoir's other side.

And, like the rest of the book, the Chosin narrative is very readable and always interesting.

There are a few surprises (depending on how well read you are) - Gen. Norman Schwarzkopf and Gen. Colin Powell don't come across very well for their hesitant and insecure plans during the Gulf War (which was no surprise to me); George Patton, a successful battlefield commander, played his role very well - with Ricks giving a lot of credit to Eisenhower's calming influence.

This is a good introduction to this topic, though its scope makes it a little too broad for deep knowledge. If you followed up with Eisenhower in War and Peace, Westmoreland: The General Who Lost Vietnam, and The Commanders, among many others, I think you'd flesh out a lot of the specific stories that Ricks can only give so much info about in these pages.

Finally, Gen. Tommy Franks receives much of the harshest criticism - and it's all completely valid. He is held up as the kind of tactically-oriented general that Ricks has little use for - yes, he can manage a battlefield, but has no concept of the larger strategic goals that a general should be aware of. So forecasting any Iraqi insurgency simply wasn't his problem, and the Tora Bora hideout of Bin Laden was not a tactically important goal. Gen. David Petraeus, on the other hand, is complimented for seeing the big, strategic picture that will develop over many years.

An excellent book - not THE definitive resource, maybe, but with the history and personalities involved (I didn't even mention Westmoreland or MacArthur!) how can it be?

UPDATE: I'm just finishing The Liberator: One World War II Soldier's 500-Day Odyssey from the Beaches of Sicily to the Gates of Dachau, in which Gen. Mark Clark comes across very badly. Clark's failures are mentioned here, certainly, but not in that much depth - so The Liberator would be another good additional resource.

An important work, low on breadth

I anxiously awaited this book. Reading critical analysis of the performance of General Officers is an interest of mine. There simply isn't enough of it going on. There are far too few journalists out there doing this well and Tom Ricks is one of those.

That being said, I think this book merely has but one or two fully developed arguments: We should fire Generals that don't perform and that the Army only wants one type of leader and the promotion system suppresses the outliers. We don't fire enough because of bureacracy and careerism, and the system is favored towards cookie cutter officers also because that's what is best for bureaucracy and careerism. This book focuses on the Army. Other services have had critical failures since World War II, but the mission of the Army is to fight and win the nation's wars, so it's completely fair that the Army bears the brunt of the scrutiny and the criticism.

This book left me wondering several things. Is it the fault of the Generals that they are given missions that they are poorly suited to accomplish? Even with some inventive, outside the box thinking, it's difficult to see a path to victory if victory means a stable and viable Iraq and Afghanistan.

For me, this work didn't get at the root cause of the author's main criticism. The truth is that wars since World War II have been largely elective. Careerism in the Officer Corps is nothing new. In order for true performance to trump careerism, the right conditions have to be in place. In military affairs, those conditions most often are a war in which the nation's fate rests in the outcome. That would explain why the political and military leadership were so eager to fire non performers during World War II and elevate the performers at an accelerated rate. Go back even further; Lincoln would seemingly fire Generals over breakfast, he had no compunction doing so because the fate of the Union far exceeded the careerism of the Officer Corps.

For me, that is the true lesson and one I wish Ricks hammered away at a little more. We should only expend blood and treasure when it is really worth it. The Generals almost never say no to a mission. When we are engaged in "elective" war, we should grade the General's performance as if the fate of the nation depended upon it. Lest we forget even when it doesn't, the fate of the people serving underneath him do.

Scrupulous

Tom Ricks is a scrupulously honest, brutally candid assessor of the American military and its civilian bosses in war and between wars. He has been for decades, and at the highest professional levels. Fiasco, his courageously entitled coverage of the Iraq War leadership, has made him a hero to those who see the absolute requirement to recalibrate the system of America's war following a decade of that aimless adventure.

In The Generals, Ricks has cast a wider, deeper net that allows readers to follow the ebb and flow of high-level U.S. Army leaders through several system resets from World War II to our most recent examples. It's as if he had asked himself, after writing Fiasco: What tradition carried this bunch to the head of the class?

Beginning with George Marshall and Dwight Eisenhower--the exemplars of U.S. Army top-level commanders in living memory--Ricks bends to the task in proven Ricksian style: straight from the shoulder, with deeply drawn examples, in blunt form and no-nonsense prose. In case after case--from the celebrated to the concealed--Ricks fires away with bouquets for the righteous and body blows for the malfeasant. His chapter on the My Lai cover-up and investigation, for example, will be a classic in telling it like it is--as, indeed, is the entire text.

Above all, The Generals understands the stakes in pointing out perpetual human flaws; it more than balances negative examples by showcasing one heroic truth-teller after another. At heart, it is a serious and deep study of all the things the army and its generations of rising stars have learned over seventy years, as well as what they forgot, what they relearned, what they forgot again, and what they must and will relearn.

Indeed, if X is a projective variety over the complex numbers, then I conjecture that X is hyperbolic if and only if X has only a finite number of rational points in every finitely generated field over the rational numbers. There are also a number of subsidiary conjectures related to this one. These conjectures are qualitative. Vojta has made quantitative conjectures by relating the Second Main Theorem of Nevan­ linna theory to the theory of heights, and he has conjectured bounds on heights stemming from inequalities having to do with diophantine approximations and implying both classical and modern conjectures. Noguchi has looked at the function field case and made substantial progress, after the line started by Grauert and Grauert-Reckziegel and continued by a recent paper of Riebesehl. The book is divided into three main parts: the basic complex analytic theory, differential geometric aspects, and Nevanlinna theory. Several chapters of this book are logically independent of each other.
